Overview of the Framework
During disasters such as earthquakes and heavy rainfall events, large volumes of disaster waste may be generated, making it difficult for affected local governments to carry out prompt waste management on their own. To address these challenges, the national government has established the Guidelines for Disaster Waste Management and promotes the formulation of Disaster Waste Management Plans by local governments based on the Waste Management and Public Cleansing Act and the Basic Act on Disaster Management.
In addition, the Waste Management and Public Cleansing Act provides that the national government shall promote the provision of information and technical expertise to municipalities and prefectures to facilitate the proper, smooth, and swift management of disaster waste resulting from major disasters, as well as research and technological development in this field. The Act further stipulates that such functions may be entrusted to the Japan Environmental Storage & Safety Corporation (JESCO) and other organizations.
As part of these institutional developments, JESCO has been positioned as an expert organization supporting local governments in disaster waste management through the establishment and enhancement of relevant laws and regulations.
Activities and Achievements
Since 2020, JESCO has provided technical support to local governments engaged in disaster waste management following disasters. In response to the 2024 Noto Peninsula Earthquake, approximately 500 person-days of staff were dispatched. In recognition of these contributions, JESCO received the Minister of the Environment Award on June 25, 2025.
Since then, JESCO has continued its support activities in Kyushu, Shizuoka Prefecture, Hachijojima, and other areas. In 2026, the Company also dispatched staff to support on-site operations following the Kumamoto Earthquake. JESCO remains committed to providing continuous support to local governments affected by disasters.
